Elana Wilson Rowe is a citizen of one Arctic state (if you count Wisconsin…), a resident of another Arctic state (if you count Oslo…) and an analyst of Russian foreign policy and circumpolar relations. She has lived in northern Canada and conducted fieldwork across the Russian Arctic from Murmansk to Yuzhno-Sakhalinsk. Wilson Rowe is a senior research fellow at the Norwegian Institute of International Affairs and Adjunct Professor at the High North Centre for Business at Nord University.
